I get it now. The problem with that idea is that every time Taylor chooses a Thinker, Stranger or Mover power, she reduces the chance that the question, "What happens if I get hit?" could ever be asked. Eventually it'll become pretty pointless to even wait for it to appear, because the dice will never fall below a certain threshold unless her Dread is sitting on the floor. Plus, she will always do the thing that stops that question from being asked, because that's the only choice she has; her powers are all about evasion, so she will only ever evade, and she will become increasingly good at it each time a new power in that mould is chosen.
Say you give her a Brute power, though. Now, Taylor's got another avenue to explore. Sure, she favours the one that has more power behind it, and with which she is more familiar (evasion), but she knows that she has another option every time she gets into a scrape. She's marginally less afraid of being gutted on the spot, because there's a chance it fails, or she heals from it before she dies. Going for a dodge is no longer something she automatically does due to an abject lack of other options, especially because direct action is extremely tempting for a girl who's never been capable of effectively fighting back.
Sure, she's brittle right now, as much as a normal human, but that can almost never be exploited by her enemies. The dice roll too high due to the insane modifiers, and most threats in the Bay are ill-suited to face her. Scale much higher and I'd have to nerf her to have them stand a chance against her.
That's another aspect of the power selections made so far that make it extremely difficult for her to die: most characters don't have powers that help them take her down. They're Brutes, or Movers with subsonic flight, or Masters with pretty low-tier minions, or Shakers whose effects are easy to dodge or don't damage her directly. Very few combat Thinkers in the Bay. No Black Kaze-style Movers. No Imp- or Nice Guy-tier Strangers (right now). Nobody can even hit her to begin with.
Think of it like this: Brute powers incentivise direct conflict, the act of putting her neck on the line. The more of them Taylor has, the more she'll charge into battle and fight one-on-one without much regard for injury (and the more I'll write her that way). Any stupid mistake could take her life then and there, and that's a gamble she has to contend with, and one she feels equipped to confront. Brute powers give armour, making hurting her harder but (almost) never impossible.
Then you've got her current set. Taylor never charges into battle. She never runs at the bad guy directly. She's rarely within the same zip code as him. She strafes him from a distance and fires metal at him until he stops resisting. If he tries to hurt her, she just moves away again. He can't touch her. Her defence is more absolute than any armour a Brute power could ever give her, because it's the defence of absence, of not being within reach of danger. Brute powers simply make her harder to hurt. Thinker/Mover/Stranger powers make her almost impossible to hurt, because nobody can even touch her to do so.
Taylor's fragile, but when do you ever get the chance to exploit that fact? You can shoot reinforced skin until the epidermis runs thin and she starts to bleed with no possible escape routes, but how do you shoot away the perfect protection of simply not being where the bullets are fired? How do you shoot away teleportation? How do you shoot away supernatural dodging? How do you shoot away absence from the firing range due to advance notice of all danger?
I'm not going to refuse to give Thinker powers if the scenario supports them, but I caution you against choosing them each and every time if you're still hoping to see her die afterwards. Eventually Taylor will have to try to die, and she will only fight in one specific style: stay back, attack from a distance, evade return attacks, repeat. That works against almost everyone in the Bay, and most parahumans elsewhere. Thinkers are targeted first for a reason, and she's on a fast track to reminding everyone of precisely what that reason is.
